A collaborative effort between the Department of Health (DOH) Child and Adolescent Mental Health Division (CAMHD) and the Department of Education (DOE) was launched with the implementation of the Interagency Performance Standards & Practice Guidelines (IPSPG) currently also known as the "Purple Book". *Please note that as of July 1, 2012 the CAMHD will be using the Child and Adolescent Mental Health Performance Standards (CAMHPS) instead of the Interagency Performance Standards & Practice Guidelines (IPSPG).

The Child and Adolescent Mental Health Performance Standards (CAMHPS) is a manual developed by the Hawai’i State Department of Health (DOH), Child and Adolescent Mental Health Division (CAMHD) for use in the development and provision of behavioral health services for youth. This manual is part of the contractual agreement between CAMHD and it contracted provider agencies for delivering behavioral health services to youth and families in Hawai’i. These standards and guidelines are designed to define service content standards, and to assure the efficiency and effectiveness of services. The CAMHPS will be effective as of July 1st 2012.

In the context of child and adolescent mental health, the term "evidence based services" refers to those psychosocial, psychopharmacologic, and case management treatments, interventions and services that research has shown to be most effective in addressing severe behavioral and emotional challenges of children and youth.
